Course Description

This course will examine the principles, processes, issues and practices underlying strategic land use planning. Strategic planning at different scales (regional, metropolitan, local) will be examined, drawing in particular on the Melbourne and Victorian context. Key debates and lessons from planning in other national and international contexts will also be explored. In understanding strategic planning as a process, this course examines the role of strategic planners working with different governance and political frameworks and how this influences and shapes decision-making processes. The main elements of strategic plans and plan making are examined in the context of integrated land use – transport planning, social, economic and environmental concerns.


Objectives/Learning Outcomes/Capability Development

In this course you will develop the following program learning outcomes: 

  • Demonstrate creativity, critical thinking and innovation when identifying and solving urban and regional problems in diverse contexts and assessing implications of decisions and actions
  • Discern the value of information and knowledge from a wide variety of sources and experiences and reflect on and evaluate their application in planning practice and research
  • Communicate ideas using diverse formats and strategies to academic and professional audiences within and external to the discipline of urban and regional planning.
  • Initiate positive contributions to the wider community through professional planning practice, establishing empathy, equity and shared understanding across diverse interest groups. 


Upon successful completion of this course, you will be able to:

  1. Identify important contemporary strategic planning issues and principles in Victoria, Australia and internationally
  2. Discuss ideas and debates that inform strategic planning processes at different scales
  3. Examine the work of strategic planners and develop solutions to particular planning problems in different contexts
  4. Explain the importance of strategic planning as a background to studies in statutory planning
  5. Apply research, writing and presentation skills through different tasks and outputs including group based and independent research.
