Course Description

 

This is an external course offered by Queensland University of Technology (QUT). Additional costs are involved not included in RMIT tuition fees.

This course addresses the core competencies and evidence base required to manage Emergency and Disaster Management programs. It will provide an overview of compliance frameworks for Australia, New Zealand and the wider Asia-Pacific region. International agreements and cooperation are also covered in this course, with a focus on regional agreements and case studies.

You will gain an understanding of the management principles and tools necessary to design and implement Emergency and Disaster Management programs.    


Objectives/Learning Outcomes/Capability Development

 

Upon completion of this course you will be able to:

  • Analyse and apply Project Cycle Management to inform evidence based practice.
  • Analyse and apply the principles and structures of emergency cells and coordination mechanisms and capabilities.
  • Analyse and interpret different national frameworks for disaster and emergency management in the Asia-Pacific region.
  • Integrate knowledge of regional and international agreements and precedents in evaluating sources of assistance and funding for emergency and disaster management programs.
  • Integrate procedures for accessing funding and assistance in order to design appropriate and effective strategies.

Communicate effectively and appropriately with internal and external stakeholders. 



Overview of Learning Activities

 

Core material is delivered through lectures and seminars, based on course reading. Students are expected to read the designated background reading material prior to each seminar. Required participation through presentations will improve your analytical capacity and active learning through generating discussion within seminars. You will also participate in practical learning exercises during live seminars and workshops.

This unit uses the ‘flipped classroom’ pedagogical model in which case-based learning is informed by critical inquiry through individual and collaborative group work. 


Overview of Learning Resources

 

QUT will provide you with resources and tools for learning in this course through online systems including. Field-based seminars and meetings with experts and organisations in the country visited will comprise key learning activities and resources.

Additionally a list of recommended learning resources will be provided, including books, journal articles and web resources. You will also be expected to seek further resources relevant to the focus of your own learning.

The RMIT University Library has extensive resources for students. The Library has produced a subject guide that includes quality online and print resources for your studies.

The Library provides guides on academic referencing: http://www.rmit.edu.au/library/referencing and subject specialist help via your Liaison Librarian. The course coordinator will also liaise with the QUT library to provide letters of support for students wishing to access libraries where they are located.    


Overview of Assessment

 

Learning assessment includes individual and/or group preparation and delivery of a 15-minute briefing about a particular issue to the seminar group, as well as regular 10-minute student presentations of core readings in preparation for seminars. This provides students with practice and increased confidence in presenting verbal briefings, and to share information in a concise and efficient form.

An essay on critical assessment of a country or regional framework for disaster and/or emergency management is a key assessment component.
