In many countries, the private sector plays an important role in the delivery of major transportation infrastructure assets as roads, tunnels, bridges, ports, airports, and urban transits.
Worldwide, it is acknowledged that successful procurement and delivery of transportation infrastructure requires a healthy dialogue between public and private parties before and after the contract is signed.
In Europe, the Competitive Dialogue and Public-Private Partnerships aim to align complex demands of clients with the several available solutions of contractors? But is an optimal alignment between public and private parties always the case? Will a dialogue between public and private parties not be affected by tension between transparency and confidentiality? And what about increasing procurement costs? Can Europe learn from Australia?
Lessons learnt in Europe when applying the Competitive Dialogue and Public-Private Partnerships in the delivery of transportation infrastructure assets will be discussed.
Dr. Hans Voordijk is Associate Professor in Supply Chain Management at the Department of Construction Management and Engineering of the Twente University and director of the PDEng Civil Engineering Program. He is member of the University of Twente Initiative of Purchasing Studies (UTIPS) and the Center for Visualization and Simulation in Construction (VISICO). Hans teaches MA courses in Supply Chain Management and ICT, Academic Research Skills and Design project Urban Development and supervises MA and BA thesis projects. Till now, he successfully supervised eight PhD-projects.
His research interests are in supply chain management and ICT in the construction industry. He published in journals as International Journal of Operations and Production Management, Journal of Economic and Social Geography, Supply Chain Management, Futures, International Journal of Logistics, Construction Management and Economics, European Journal of Purchasing and Supply Management, Construction Innovation, Building Research and Information, Automation in Construction, Journal of Construction Engineering and Management, Housing Studies, Engineering Project and Organization Journal, Business Process Management, Journal Aircraft Engineering and Aerospace Technology, and Research in Engineering Design.
