Welfare requirements for international students under 18 years of age.
If you are an international student and you are not yet 18 years of age, you must submit a form to RMIT nominating where you will be staying and who your caregiver will be while you are in Australia.
This is because under Australian law you must have a caregiver to look after your welfare who is over 21 years of age and of good character. The person must be with you for the length of your visa or until you are 18 years old.
Your student visa will not be granted until your arrangements have been assessed and approved as suitable.
If you need to change your arrangements
If you need to change your arrangements after they have been approved, you must obtain permission from RMIT before the change happens.
It is a condition of your student visa to maintain an appropriate welfare arrangement during your stay in Australia. Not maintaining the arrangement may result in the cancellation of your student visa.
What are suitable welfare and accommodation arrangements?
The are two options for welfare and accommodation considered suitable for a student visa to be granted:
Option 1. Stay with close relatives
Welfare is approved by the Department of Immigration and Border Protection (DIBP)
You can stay with a parent, legal custodian or close relative who is over 21 and of good character. The Department of Immigration and Border Protection (DIBP) will assess whether your caregiver is suitable as part of the visa application process. Visit the DIPB website for more information.
We will issue you with a Confirmation of Enrolment (CoE) in the RMIT iApply system to support your visa application. You must ask DIBP to approve your welfare arrangement.
Option 2. If you can’t stay with family
Welfare is approved by RMIT University
If you can not stay with family, you must stay with an RMIT approved accommodation provider and use the services of an RMIT approved caregiver company.
If approved, we will issue both the Confirmation of Enrolment (CoE) and Confirmation of Appropriate Accommodation and Welfare (CAAW) form in the RMIT iApply system to support your visa application. By issuing the CAAW, RMIT University is accepting responsibility for your welfare arrangement.
If you can’t stay with your family, there are two choices: you can use a homestay service or stay in an RMIT approved student hostel. If you stay in an RMIT approved student hostel or homestay service you must also have an approved caregiver to provide welfare services.
Homestay must be arranged by you or your agent through the RMIT-approved homestay provider.
RMIT International can place students in homestay accommodation upon request; a placement fee of $240.00 applies. To apply, please complete an online application through Student Accommodation Services. Every effort is made to find a homestay to match the individual needs of the student, however there may be times when it is not possible to match all criteria

In addition to an approved accommodation arrangement a caregiver company must be engaged to take care of your welfare. This is always required in addition to the approved accommodation. Accommodation providers are not caregivers. See the list of RMIT approved accommodation and caregiver providers.
Welfare and accommodation approval application process

- A parent or legal custodian needs to fill in and sign the Under 18 Student Welfare and Accommodation Approval Form (PDF 54kb 3p).

- Option 2 Checklist - Family nominates caregiver company (PDF 70kb 3p). If you will be staying in a hostel you will need to send the form to them. The hostel needs to attach accommodation confirmation documents and then submit the form to RMIT.
