New Enterprise Incentive Scheme

NEIS assists unemployed people into self-employment through the creation of their own small businesses, by offering training in the Certificate IV in New Small Business, financial assistance and mentor support. RMIT has been awarded the NEIS contract by the Department of Jobs and Small Business to deliver NEIS programs across the Victorian regions of Barwon, South Coast of Victoria and the Wimmera Mallee.

About NEIS

NEIS is a Commonwealth Government funded program that assists unemployed people into self-employment. NEIS is administered by the Federal Department of Jobs and Small Business.

What is NEIS?

NEIS assists unemployed people into self-employment through the creation of small business. RMIT delivers NEIS programs across regional Victoria; in Geelong, Warrnambool, Hamilton, Horsham, Mildura and Swan Hill.

The NEIS program aims to assist people to create viable small businesses by offering practical business training, income support, and expert mentor support.

What does NEIS provide?

The NEIS program provides selected eligible applicants with free training in the BSB42615: Certificate IV in New Small Business course followed by 9 months of income support and 12 months of business mentoring.

NEIS training helps you to create a comprehensive business plan, and covers:

  • Introduction to Small Business
  • Business Planning
  • Legal and Administrative Requirements
  • Marketing
  • Pricing, Costing and Breakeven
  • Financial Planning
  • Operations Planning
  • Recordkeeping

The NEIS program also provides you with a business mentor who has regular contact with you over 12 months, to help ensure your business will continue into the long-term.

Where to now?

If you have a viable business idea that you wish to develop into a commercial enterprise, NEIS may be for you. If you are either registered with Centrelink and receiving a qualifying payment (Newstart, Parenting Payment or Disability Support Pension) or unemployed but not registered with or not receiving a payment from Centrelink, you may be eligible to apply. Please note, there is typically no qualifying time period for eligibility.

How to apply

Details on the application process and eligibility for the New Enterprise Scheme:

Your application for the RMIT NEIS Program is in two parts:

  1. Complete the ‘RMIT NEIS Business Proposal’ (see below) This proposal explores your business idea by asking you to tell us about your reasons for starting a small business, your industry experience, market research undertaken and your suitability for small business and readiness to commence trading.
  2. Complete an ‘Application for NEIS’ form (see below) if you receive a centrelink payment


    Complete a ‘Direct Registration Form’ (see below) if you are unemployed but not registered with or not receiving a payment from centrelink. Once you have completed the relevant forms please scan them both and email to:

The NEIS office will contact you within 5 working days by phone or email, with feedback on your application or to schedule an interview.

Recognition of Prior Learning (RPL) and Recognition of Current Competency (RCC) is available if you are approved for the RMIT NEIS Program. You will need to provide adequate and satisfactory evidence to support your application prior to commencement of training. However, we strongly recommend you undertake the whole program as it has a major impact on your business plan.

Eligibility to the NEIS Program is open to people who are registered with centrelink and in receipt of a centrelink payment and to people who are not currently receiving a centrelink payment.
