Innovation Systems in Action: Lessons from the Netherlands and Germany

Collaboration is the key to success in regional innovation strategies, according to a new report from a study tour conducted by the Centre of Excellence’s partners at the Melbourne Sustainable Society Institute (MSSI).

MSSI, the LH Martin Institute at the University of Melbourne, and the European Union Centre of Excellence for Smart Specialisation and Regional Policy are working in partnership with the Latrobe Valley Authority to develop a Smart Specialisation Strategy for the Gippsland region in Victoria, Australia.

Led by researchers from MSSI, a delegation from Gippsland visited the Netherlands and Germany in June 2019, to study first-hand how place-based innovation can work in Europe. They looked at outstanding examples from the food and fibre and energy sectors that meet the challenges and opportunities of 21st century, globally connected knowledge-based societies.

Despite the differences between the Dutch and German social contexts and Gippsland, there were clear lessons for innovation in the region. The right policy settings and governance structures, and the presence of tertiary education and research in the region, will all be critical elements of a place-based innovation system in Gippsland.
