Student Work Development Permit

Eligible students can use class attendance to pay off parking fines through the Work Development Permit (WDP) scheme. RMIT is an approved sponsor and attending your classes is considered an approved activity to "work off" fines. To enquire about WDP, contact RMIT's Student Welfare team.

Appealing a parking fine

If you receive a parking fine, you can apply for an internal review. We can only review parking fines issued by RMIT that:

  • have not been paid,
  • are not registered with Fines Victoria, and
  • have not been referred to the Magistrates Court.

In accordance with the Infringements Act 2006, you can only have one appeal per infringement.

How to appeal a fine

Step 1: Check your grounds for review

The law provides five categories or grounds for a parking fine to be internally reviewed:

  • Contrary to Law: you believe that an offence did not occur or that the issuance of the infringement notice is not valid.
  • Exceptional Circumstances: unforeseen and exceptional circumstances outside of your control may excuse the conduct that led to the offence. This could include a vehicle breakdown or a medical emergency.
  • Mistaken Identity: you believe that the infringement notice was issued to the wrong person or vehicle.
  • Special Circumstances: you had significantly reduced capacity to understand or control the offending behaviour due to a disorder, disease, illness, addiction, homelessness, or family violence. 
  • Person Unaware: you did not receive advice of the infringement because your fine was originally served by post, and you changed your address between the issuance and the receipt of the infringement.

Step 2: Check your eligibility to apply for a review

To apply for a review, you must be the registered owner of the vehicle or have been provided written authority to apply on the registered owner’s behalf.

The registered owner can also nominate the person responsible for the parking fine. To nominate a person, email contactRMIT@orikan.com.

For parking fines issued to a company (or a company-owned vehicle), you must be the company director or authorised to act on behalf of the company to apply for a review.

Step 3: Collate supporting documentation and evidence

Applications for an internal review should (where appropriate) be accompanied by supporting verifiable evidence. This may include photographs of parking signage, witness statements, redacted bank account statements or other evidence that supports your appeal.

If you paid for your parking but incorrectly recorded your VRN (Vehicle Registration Number), you will need to provide the following:

  • a copy of the receipt evidencing the time that you paid for parking.
  • a copy of your bank statement/credit card statement, evidencing payment.

If you had a medical emergency (severe injury, illness or circumstances posing risk to life of health), you would need to provide a formal letter (on letterhead) from the hospital, doctor’s office or medical practitioner that confirms the following:

  • that you were involved in a medical emergency at the time the parking fine was issued; and
  • this prevented you from parking legally.

Step 4: Apply for a review

To apply for a review, email the parking fines team with the following information:

  • Full name
  • Current postal address (noting responses can only be mailed to your postal address)
  • Infringement number or vehicle registration number
  • Reason for your review 
  • Supporting documentation and evidence

What happens after I appeal a parking fine?

On receipt of your appeal, the parking fine is placed on hold while we review it. We have a maximum of 90 days to decide on your appeal (longer if we request additional evidence from you).

We consider all available information including evidence provided by you, evidence collected from the Issuing Officer, evidence from third parties, circumstances, and any requirements at law. If we need more information from you, we will request it in writing. 

We assess your application in line with the Infringements Act 2006 and the Attorney-General’s Guidelines to the Infringements Act 2006.

What are the possible outcomes from my appeal?

If your appeal is denied, there are several options available to you:

Why can I be fined?

RMIT is an authorised Enforcement Agency through Fines Victoria, and an Authorised Officer may issue Parking Infringement Notices (PIN’s or parking fines) in line with the following Acts:

  • s35 and s61 RMIT Act 2010 (Vic).
  • s90K (g), (i), (iii) and (v) Road Safety Act 1986 (Vic). 
  • s13 Infringements Act 2006 (Vic).
  • Rule 8 Infringements (Reporting and Prescribed Details and Forms) Regulations 2006 (Vic).
  • Penalties are set by the Victorian Government under s87(3) of the Road Safety Act 1986 (Vic).

Staff, students, and visitors are required to observe parking regulations on campus and are likely to be issued a Penalty Infringement Notice (PIN) if in breach of parking regulations.

What are the penalty amounts?

Fines are set depending on the offence. Every year on 1 July, penalties are updated under the Monetary Units Act 2004 and are set by the Department of Treasury and Finance. Visit Penalties and values on the Department of Justice and Community Safety Victoria website for more information. 

From 1 July 2026 (2026/2027); the new parking infringement fees are: 

  • Band 1: $42
  • Band 2: $125
  • Band 3: $209

What happens to outstanding parking fees?

Please note that parking costs are included in the RMIT University annual Schedule of Fees. If a parking fine is not paid, it will be treated the same way as any other outstanding student fee.
