About

Roxanne B. Llamzon is a Lecturer in Information Systems at RMIT University and an early career academic with expertise in public sector digital transformation and public health information systems. She holds a PhD in Information Systems from the University of New South Wales (UNSW Sydney) and brings interdisciplinary training in information systems, industrial engineering, and healthcare. Prior to academia, she accumulated seven years of industry and public sector experience in digital health and health system innovation, including work with government agencies and international organisations such as the World Health Organization and UNICEF. Her doctoral research was awarded the Professor M Weinstock Prize for Most Innovative PhD Thesis in 2025.

Teaching interests

Roxanne has experience teaching at both undergraduate and postgraduate levels in information systems and digital transformation. Her teaching portfolio includes course coordination, curriculum development, and delivery in areas such as information systems strategy, digital transformation, project management, and qualitative research methods. She adopts a research‑led and industry‑informed teaching approach, integrating real‑world public sector and health contexts into learning design. Her teaching practice is formally recognised through her status as an Associate Fellow of the Higher Education Academy (AFHEA).

Research interests

Roxanne’s research examines how information systems, digital platforms, and data‑driven technologies are designed, governed, and aligned across organisational and policy environments to generate public and societal value. Her primary research interests include digital government, public sector innovation, health information systems, inter‑organisational and policy alignment, digital inclusion, and the governance and evaluation of digital transformation initiatives. She has contributed to over 30 health information system research and implementation projects, supported by approximately AUD 5.2 million in competitive grants and service contracts. Her work has been published in leading international journals and conferences, including the International Journal of Information Management and the International Conference on Information Systems.
